**Purpose:**  
This handbook provides essential guidance for anyone acting as an Organizer within a New Sport State Team. Organizers help build, manage, and oversee teams, games, and community engagement activities. This document covers core duties, ethics, structure, and best practices.

**1. Role of the Organizer:**  
An Organizer is anyone responsible for:
- Recruiting and managing team participants.
- Coordinating with other Organizers within and beyond their State.
- Ensuring compliance with rules, safety policies, and seasonal guidelines.
- Communicating with Charity Helpers Foundation or designated regional representatives.

**2. Organizational Structure:**  
Each team may have a unique internal structure, such as:
- One Lead Organizer with assistants.
- A board-style committee.
- Rotating leadership positions.

ZPE does not mandate structure but requires clear contact points for official communications.

**3. Random Number Generator Compliance:**  
Organizers are required to use RNG tools to:
- Select players from the shared “Potentials” list.
- Mix teams when cross-team competitions occur.
- Rotate members mid-season (where applicable).

Each selection must be documented for transparency.

**4. Required Tasks per Season:**  
- Submit finalized player rosters and backup lists.
- Negotiate seasonal competition rules with opposing teams.
- Coordinate referees and confirm safety measures.
- Record all official matches and upload to designated archive location.
- Submit stats for each player after every competition.

**5. Code of Conduct for Organizers:**  
- Promote inclusiveness and fairness in all team decisions.
- No bribery, favoritism, or rigged selection systems.
- Ensure communication remains respectful within all public forums and private coordination.

**6. Youth Participation:**  
If underage participants are involved, Organizers must ensure:
- Signed parental/guardian waivers are on file.
- Safe, non-contact versions of the sport are selected.
- Adult supervision is present at all physical events.

**7. Conflict Resolution:**  
If Organizers cannot agree on decisions:
- Select a mutually accepted third-party arbitrator.
- If no agreement, request guidance from ZPE.
- No game may be held if both teams are unable to field compliant rosters or confirm mutual rule understanding.

**8. Sanctions:**  
ZPE reserves the right to:
- Remove Organizers who breach conduct, selection, or safety policies.
- Freeze or retire team status for repeated non-compliance.

**9. Organizer Sign-Up Process:**  
Interested Organizers must:
- Sign the Organizer Application Form.
- Familiarize themselves with the full document set.
